MakeBasenameWithSI

Creates a base name for context topics. Base name is constructed with topic's subject identifier's file and anchor. If topic has multiple subject identifiers tool picks filename and anchor from first identifier. If topic allready contains a base name tool has no effect. If you want to change the existing base name you have to first remove the old base name.
